Mr. Chien is the principal founder of C. T. Chien & Associates. He has a Bachelor’s Degree in Civil Engineering from National Taiwan University and a Master’s Degree in Structural Engineering from Utah State University. In the engineering field, Mr. Chien has over 30 years of experience, involved in thousands of projects. As the president of Northeast Enterprises, LLC. d.b.a. North East Construction, United Materials, and Pacific Feng Shui Consultants, Mr. Chien has worked extensively in hundreds of engineering design and build projects on Guam.

Mr. Wei-Chen Chien is the co-founder of Northeast Enterprises, LLC. d.b.a. North East Construction. Mr. Chien graduated from an accelerated Bachelor’s Degree program (3 years) with a degree in Chemistry. At the university level, he has taken business courses in macroeconomics, organizational management, and public administration. Moreover, Mr. Chien has taken courses in advanced mathematics, including Statistics and Calculus (basic, intermediate, and multiple variable).
